Digital Sourcing & Procurement: Government ICT Sourcing Program

A Government department established an ICT Sourcing Program to develop and implement long-term ICT infrastructure and telecommunications sourcing arrangements. The program aimed to replace existing long-term sourcing arrangements with a contemporary sourcing model that complied with relevant Government strategies and policies. The Department tendered for a strategic partner to lead the development and implementation of the ICT Sourcing Strategy, which was successfully awarded to Narada Consulting.

Actions performed by Narada

Narada Consulting assembled a small team of personnel to support the Department’s ICT Sourcing Program, including sourcing strategy, program management, and commercial and financial subject matter experts (SMEs). These SMEs worked in a multidisciplinary team alongside the Department’s APS personnel and third-party SMEs, collaborating closely to deliver the project’s outcomes. Narada Consulting was responsible for the day-to-day leadership and management of the program’s sourcing personnel, reporting to the Director of Sourcing.

Results

Narada Consulting led the development of the approved ICT Sourcing Strategy. The ICT Sourcing Strategy set out how the Department would source key infrastructure and telecommunications services that underpin its key ICT services. The strategy was developed through extensive consultation with the Department’s IT executives and key stakeholders. It was aligned to reflect all known Government and departmental policies, strategies, and priorities, including the Department’s ICT Strategy.

In addition to developing the ICT Sourcing Strategy, Narada Consulting’s personnel played key roles in the following activities:

Business Line Sourcing Strategy

Led the development of a Business Line Sourcing Strategy to underpin a major Transformation Program. The strategy set out how the program should establish external sourcing arrangements with industry, resulting in a multi-tier panel arrangement.

Extension to the Existing Services Arrangements

Led the negotiation to extend the extant contract. Annual contract expenditure at the time of the extension was approximately $75 million per annum. The extension drove a range of service delivery improvements, including setting out a program of work to continue migrating workloads to public cloud environments.

Bundled RFT

Led the development and market testing of several RFTs that were aligned to the approved ICT Sourcing Strategy.
